THE COVE OF THE ANAM

“VALUE AND COMMERCIALIZATION DOCUMENT, THE ANAM COVE”

A series of changes are coming to customs, it is not surprising that after the creation of ANAM (National Customs Agency of Mexico) the information that the SAT (Tax Administration Service) collected on operations is migrating to this new agency.

Therefore, on May 12, the implementation of the Crossing Notice was announced, which would replace the DODA/PITA, leaving behind the use of the Badge and beginning to use a Tag to activate the Automated Selection Mechanism, which entered entered into force on August 1 starting with the wrong foot, since a few days after its implementation, failures in the communication of the systems between the SAT and the ANAM began to be reported, even causing the blocking of patents.

Now, on the same day as the beginning of the AVC, a new bulletin is published to inform the guidelines of the Value and Commercialization Document which will replace the COVE, the DVC will now be the one who has the function of verifying the value of the merchandise as established the applicable regulations.

Remember that the COVE is carried out through VUCEM using the electronic signature, since now the DVC will be carried out in the Customs Electronic System (SEA) in the ANAM portal, where (customs agents, customs agencies and those who introduce or extract merchandise of the national territory) to enter you must generate a username and password (you can use the username and password generated for the AVC), then you must go to the Value and Marketing Document Section by clicking on Add document, the data that must be captured are among others:

The information of the person (the buyer, recipient or supplier).

  • The date of issue
  • The type of figure
  • Email
  • Observations
  • Importer/exporter RFC
  • discounts
  • Authorized exporter number
  • invoice number
  • Certificate of origin (In the event that the value and commercialization document acts as a certificate of origin in accordance with the FTAs)
  • Subdivision
  • List of invoices (Only in case it is required to declare more than one document of value and commercialization)
  • Related invoice number

As well as the merchandise information:

  • The description *
  • Marketing unit of measure code*
  • Quantity
  • Type of currency*
  • Unit value*
  • Total Value*
  • Total Value in Dollars*
  • Brand
  • Model Sub-model
  • Serial number

There are mandatory data which are marked with a * and many others that are optional and should only be filled in if applicable.
At the end of the data capture, the digitized file of the described invoice(s) must be attached.

In addition, it will have a section to record the data of the people who can consult the invoice in addition to it.

It can also be done through the Web Service through JSON messages, so a token must be generated to be able to issue the DVC using the username and password registered in the portal.

At the moment the DVC is in the testing phase, however the authority has indicated that this period will be short, so we must be prepared for this new implementation since it could be closer than we think!
