 Simplification in the Issuance of Certificates of Mexican Articles

On February 27, 2020, by official letter 414.2020.463, the Ministry of Economy through the General Directorate of Trade Facilitation and Foreign Trade (DGFCCE) , with the purpose of implementing strategies that allow Foreign Trade users to access the Certificate of Mexican Articles (CAM) in a timely manner and consolidate exports in a shorter time, resolved ; < / p>

First : As of March 2, 2020, the CAM will be broadcast digitally and will have the following characteristics:

  • Automatic resolution through the VUCEM, however, the user will receive the certificate via email (to the account enabled in the window) and will be able to consult it in their acknowledgment and resolutions tray, 3 minutes after entering the the request.
  • Field 8 of the certificate (Validation of the certificate of origin) will contain the country, place, date and name of the public servant, as well as the signature and stamp printed in the facsimile digital version.
  • A QR code will be printed on the last sheet of the certificate, which will allow the receiving country to verify the authenticity of the document and validate that it was issued by the SE.

Second: The scheme for issuing certificates with "autograph signature" will no longer be used so the only one that will be valid is the one provided in the previous resolutive.

Third: Interested parties are notified that the DGFCCE informed the CAM recipient countries of the characteristics of the new certificate, so that exporters Mexicans do not have setbacks in their Foreign Trade operations.

  • Certificate number.

Third Party Logistics, Figure of the AEO in Mexico

The term Third Party Logistics or 3PL, for its acronym in English, refers to the outsourcing of logistics providers, that is, they are companies specialized companies that commonly offer manufacturers, importers and / or exporters, "logistics outsourcing" services for the transportation, handling and / or storage of their merchandise, thus allowing optimizing a large part of the material, financial and human resources used for the management of these activities in your supply chain.

For its part, the Authorized Economic Operator (AEO) is an initiative promoted by the World Customs Organization (WCO), which involves various foreign trade actors in order to to strengthen security in the supply chain, through the implementation of minimum security standards.

Now, it should be remembered that in our country, this program allows access to administrative facilities related to the prioritization in the clearance of goods, the import and export of goods using exclusive lanes and the application of Mutual Recognition Arrangements signed with various countries, among others.

Since November 25, 2019, importers and exporters cover contributions, uses and their accessories, through a referenced deposit (Capture line).

In the case of those taxpayers who have requested correction of the tax situation due to the omission of contributions or benefits to foreign trade –during the exercise of verification powers–, these will settle the amount of these concepts, including those corresponding to fines, surcharges and updates, through the "Multiple payment form for foreign trade".

This capture line can be obtained from the SAT portal.

Prior authorization of the "Multiple payment form for foreign trade" will not be necessary Customs, so the correct filling and payment is under your absolute responsibility.

Customs shall verify that the requested requirements are met; If it detects the omission of delivery or that it was made untimely, it will apply the corresponding fine.

All this is supported in rule 1.6.6., and procedure sheet 127 / LA of the General Rules of Foreign Trade 2019.

On August 13, the SAT released Bulletin P033, “Productive Tests Referenced Deposit (August)” where it is mentioned that:

 

Comprehensive productive tests will be carried out on 5,8,12,14,19,22 and 27 August , 2019, at the customs of Veracruz, Mexicali, Colombia, Chihuahua, Monterrey, Querétaro, Toluca and Puebla in a schedule from 6:00 to 8:00 hours (Hours center).

Due to the above, time windows will be enabled for the pedimentos validation and payment services through the capture line.

 

In addition to this, it is requested that the following specifications be met:

  • Those who confirm their participation must take the corresponding tests
  • The motion keys G1, G3, G2, G6, G7, E1, E2, E3, E4, K2, K3, F3, CT, V1, GC G8 (IR *), V3 cannot be used (C5 *), A1 (HC *), M5 (IR *), R1.
  • Inform capture system providers of the inclusion of the 23 contribution, according to the proposed scenarios.
 Extension of the certification application folio presentation scheme

On August 12, 2019, it was announced that imports of goods whose NOM compliance requests had been entered before May 31, 2019 may be carried out , for the purpose of declaring the application folio in the motion, for which there was a period of 90 calendar days, which ended on August 12, 2019.

In order to carry out the analysis of the volume of applications submitted and that are still pending, the SE will grant an additional period of 15 calendar days, which expire on 27 August 2019.

If the certificate is not obtained, it will not be possible to continue importing under the application folio for the NOM compliance certificate.

The applications that have been entered in the period from June 01 to 29, 2019, the facility to declare the application folio in motion is still in force for that must count 90 calendar days from the date of request .
